Government System Enhancements in Healthcare:  What Gives?

Below are charts from Cato on what the system looks like now and how it might change.   It would seem that a minimum that the system is going to have fewer incentives to contain costs, so how is this not going to be a system that will over the decades to come be a huge government program, making the current future deficits in Medicare funding appear paltry.
